Pear Tree

I have a pear tree and this is new for me it was here when we moved in so I don't no much about fruit trees. Although I managed to actually try to do some canning. Here is my problem-I started a flower patch near my pear tree and I keep it mulched and I thought I had something new growing in the flower patch but it is actually shoots coming up from my tree. So far I just keep going back and snipping the the growths off cause I don't like to see them. What should I do? Would I be able to root these or is there a way to stop this other than pulling the tree? I get lots of pears it is not coming down. Help this newbie out please.
