I Germed some lemon seeds then forgot about them and they were in dry soil and one has got an inch long root. I repotted the only 2 remaining. Hopefully a baby tree pops up! advice?

Congrats! Citrus are always fun from seeds.

If the roots are alive, they should re-sprout. Just don't let them dry out again - they can't handle it.

Otherwise just plant new seeds - easy enough They do not grow very fast; and the fruits of the seedlings most likely won't be quality lemons, but they are great houseplants.
