Tall garden phlox under attack

ALL my tall garden phlox have been attacked by some small insect so that the foliage looks pretty bad. Any ideas as to what these insects might be and/or how to get rid of them? Thoughts welcome.

Phlox Bugs!

I am going to try to attach a photo from my iPad but I may have to put it in an album. Any help with these that wouldn't endanger my cat or the birds would be great.

BTW, this is the first time i've really tried out my Canon PowerShot SX1-IS that my son sent me for Christmas. I am super impressed--this is one tiny bug but the camera's 20X Optical Zoom lens captured him nicely. I have a very old copy of Photoshop so I was able to crop the pic to a size that is useful. Now I can!t wait to take more photos. Bugs, BEWARE!
