pimples on the black eyed susans


OK, we have been having rain, rain, rain and more rain! Today we finally saw the sun and had no rain. So I thought this was my chance to see how everything in the gardens was doing.

Then I notice my black eyed susans (which have not flowered yet, and no buds yet) have green "pimples" all over the leaves and the pimples have large black rings around them! Tried googling and didn't find anything close. Anyone have any ideas?

If it is something that could infect my other plants in that bed I need to get it out of there fast. If it is due to too much rain (which is what I am thinking) then I am in for trouble because we are expecting another 10 days of rain!! UGH!
