holly hock disease...

we have had enormous amounts of rain. The beautiful row of greasy cut short beans all turned yellow and dried up. Now, I am seeing this strange cluster of bumps all over the backs of my red holly hock leaves. Then, they turn brown, shrivel up and fall off. Can anyone tell from the picture what is this disease?
Was it caused by too much rain? I tried to scratch off the bumps to see if there were bugs underneath but the leaf just tears apart. They have never had this before.
