By "Hibiscus" if you are referring to the genus, then absolutely. Rose of Sharons are Hibiscus syriacus.
If you were asking if they are a form of the ornamental tropical Hibiscus, then no, they are a different species.

I see Rose of Sharon all over East Austin where the soil is rich and in Yards that people do water. They seem to be alright with the Heat as long as they have water. I have seen them in Houston too. We get lots of 100+, sustained 100. Our rainfall is normally around 30-35" in Austin. $19 for two gallons seems steep. They are a common nursery plant here.

I bet if you mulch it well it'll do fine during the winter. We had gotten a white baby one year that was growing in with a fringe tree we had bought and was tiny when we planted it and that was in the fall. It did fine that winter and has been growing steadily ever since. I'd take a chance.

As for the Rose of Sharon bushes. We get temps in the high nineties and sometimes over the 100 mark here to. I have alot of them growing and they do great, not matter the temp. Humming birds love them to. My favorite bird. But a seedling might not make it. I can send you some seeds to start if you want some. Just send me a pm with your addy and I will put a mixture of colors in there for you. Just plant and watch them grow. They will reseed themselves also. I have them coming up everywhere and give them to whoever wants them.
