If you are wanting to start something similar maybe google maps some aquatic nurseries and get some info on the price of clay/pond soil.

Is a lotus tub the type that you stick in pretty much any container you want to use? I'm going to make a pond pot here and was sort of toying with the idea of making one for up at the pool but the container at the pool would have to be a specific color.

The lotus tub is actually the black tub that my lilies are in. You just put in the soil/clay/substrate and the lilies and there you go
